The Honorable Donald F. McGahn II is a prominent Washington, DC attorney who has served as Counsel to the President of the United States, and has represented and advised hundreds of elected officials, party committees and political organizations.
As White House Counsel, Mr. McGahn advised the President on all legal issues concerning the President and his administration, including areas such as constitutional and statutory authority, executive orders, international agreements, tariffs, trade, administrative law, and national security. As White House Counsel, Mr. McGahn managed the judicial selection process for President Trump, and has been called his “point man for reshaping the courts.” During his tenure, a historic number of judges were appointed to the federal bench, including current Supreme Court Justices Neil Gorsuch and Brett Kavanaugh. Through Mr. McGahn’s efforts, the president nominated more than 150 individuals, including the two Supreme Court justices and 42 candidates for circuit judgeships. Mr. McGahn also spearheaded President Trump’s deregulation efforts, which resulted in deregulation at record rates. Subsequent to departing the White House, the President appointed Mr. McGahn to the Council of the Administrative Conference of the United States, a nonpartisan independent agency dedicated to promoting improvement to administrative agency processes.
Prior to serving in the White House, Mr. McGahn was a partner at the international law firm Jones Day. In this capacity, McGahn specialized in litigation, administrative and constitutional law, congressional investigations, government ethics and political law. Among his many high-profile clients was the Donald J. Trump for President Committee, and subsequent to the election McGahn represented the Trump Presidential transition organization.
Prior to his FEC tenure, McGahn founded and managed his own firm, McGahn & Associates, PLLC, one of the first of its kind that focused on the new and growing field of political law. He served as the General Counsel to the National Republican Congressional Committee for close to ten years, where he advised numerous Members of Congress and oversaw Republican redistricting efforts.
He obtained his Juris Doctorate from the Widener University School of Law, and a Bachelor of Arts degree from the University of Notre Dame.
Mr. McGahn is married to Shannon Flaherty McGahn and they have two beautiful children.
