WE HAVE ANOTHER RUN OFF!

th is the HCAD Run Off!

According to unofficial election results, Kathy Blueford-Daniels narrowly avoided a runoff for Harris County Appraisal District (HCAD) Board of Directors Place 1 with just 50.35 percent of the vote, defeating Bill R. Frazer at 46 percent and Ramsey Isa Ankar at 3.65 percent.

For Place 2, Kyle Scott led with nearly 47 percent and will face Melissa Noriega, who took 25 percent in the five-way contest. In Place 3, Ericka McCrutcheon garnered 41 percent with Pelumi Adeleke following at 21 percent; Adeleke just narrowly edged out Amy Lacy by 369 votes. Since neither Scott nor McCrutcheon reached the 50% threshold they have been forced into the June 15th Run Off. There is very little information out there on this election and I don’t anticipate there will be any until after the May 28th primary Run Off. I will share any additional information as soon as I have it.

Some background:

Prior to the reforms, the HCAD board included six appointed members and the elected county tax assessor-collector, but the latter was only an ex officio member.

Of the six other directors, one is appointed by the Harris County Commissioners Court, one by the City of Houston, and one by the Houston Independent School District. The remaining three directors are each appointed by the 26 non-Houston school districts, the non-Houston cities, and the county’s conservation and reclamation districts.

Under the new law, the tax assessor-collector will become a voting member of the board, and Harris County will have to reconfigure the formula for selecting five directors as the newly elected take their seats.

The three newly elected directors will exert more control over appointments to the Appraisal Review Board (ARB), who are responsible for issuing final determinations in individual challenges to property valuations. HCAD directors will choose ARB members, but any appointee must have the support of two of the three elected directors.
