Our speaker will be Jessica Hart Steinmann, General Counsel at America First Policy Institute and Former Trump Administration Senior Official at DOJ.
Jessica currently serves as General Counsel & Director of Litigation for the America First Policy Institute, a think tank created by senior officials from the Trump Administration. In this role, she oversees the legal operations for the organization and also brings litigation that furthers the American way of life and protects our Constitution.
Previously, she served as a senior official for the Trump Administration at the Department of Justice (DOJ). She was appointed by President Trump as the Director for the Office of Victims of Crime at the DOJ where she oversaw nearly $9 billion (funding financed by fines and penalties paid by convicted felons, not from taxpayer dollars). Her office provided the largest federal funding to combat domestic human trafficking. Before this role, she served as the Intergovernmental and Public Liaison for the DOJ. In this role, she was the primary liaison with governors, state attorneys general, state elected officials, law enforcement officials, and key stakeholders.
Additionally, Jessica served as Elections Committee Clerk & Counsel of the Texas House of Representatives in 2021 and helped draft SB1 (the election integrity law that the Democrats boycotted and fled to Washington D.C. in protest). She previously worked for U.S. Senator Ted Cruz, the Harris County Republican Party, and started her career as a commercial litigation attorney at Bracewell & Giuliani, LLP in Houston.
Jessica is very involved in her community. She was elected as the Texas committeewoman on the RNC platform committee in 2024 and was also selected as an at-large delegate for Texas for the RNC Convention in 2024. She currently serves as the President of The Woodlands Republican Women and is the Election Integrity & Ballot Security Chair on the Texas Federation of Republican Women’s board. She previously served as the President of the Houston Young Lawyers Association and the Chair of the Houston Holocaust Museum’s Next Generation Leadership Board. She was named a National Future 40 under 40 by MavPac in 2017 and 40 Under 40 in Texas in TFRW’s inaugural class of awardees in 2023.
She graduated in the top of her class from Baylor Law School, where she also served as managing executive editor of the Baylor Law Review and was elected class president of her law school class all three years of law school. She attended undergrad at the University of Texas at Austin where she double majored in Finance and Business Honors Program with a minor in government. Jessica is married to Brandon Steinmann, Montgomery County Clerk and they have a 2 year old son Luke and another baby boy due in December.
